No green check? One condition is still missing.
Reopen the order, compare its requested quantity with the number of eligible plants, then verify growth stage and every named trait. The confirmation control appears only when the game sees a valid set.

Fix it in order
Run this five-part check
Match the requested quantity
Count only plants that satisfy the entire order, not every plant sitting in the shop.
If the qualifying count is below the requested amount, grow or reserve more before reopening the manager.
Check growth eligibility
Plants that have not passed the required early growth stage will not become selectable.
Wait for the plant to grow, then close and reopen the order panel so the eligible set refreshes.
Match every requested trait
Compare the order with the in-game journal. A plant can look correct while missing the required tag.
When several traits are listed, the same plant must satisfy all of them unless the order explicitly separates the requirements.
Make sure the plant is still available
Keep order plants marked not for sale while you prepare the rest of the quantity.
If a prepared plant was sold or already assigned elsewhere, replace it before trying again.
Update and reopen the game
Install the current patch, return to the order, and check the eligibility count again.
Patch 1.0.3 changed early Trailing-trait orders and fixed a paused-game selection crash, so older behavior may not match this guide.
If it still fails
Rebuild the selection instead of forcing it
Close the order manager, verify each candidate in the journal, reopen the order, and select a fresh set. Do not reuse one plant across more than one customer or order.
If the same valid set still fails on Patch 1.0.3, record the order conditions, plant names, growth stages, and input method before reporting it. That is enough detail to reproduce the problem without exposing save files.
